Parks & Rec Board OPEN SEAT - Chairperson OPEN SEAT - Secretary OPEN SEAT OPEN SEAT OPEN SEAT Meetings held the 1st Wednesday at 5:30PM Parks & Recreation Board ~ Duties established by Council 8/7/2023 Village Parks and Recreation Board The Parks and Recreation Board, hereafter referred to as “Rec Board”, is hereby authorized to be established for the purpose of studying, organizing, and implementing recreational activities, events and programs in and for the Village of Weston. The Rec Board shall be composed of not fewer than three (3) nor more than five (5) members, one member may be a non-resident, appointed by the Mayor. Each member shall serve a term of three years, subject to re-appointment. A council representative will be provided, and appointed by the Council President Pro Tempore. The first meeting of each year the Rec Board shall select a chairperson and secretary. The Mayor may remove any member for cause, provided that such removal shall not take place without the majority vote of Village Council. Resignation of a member of the Rec Board shall become effective upon filing with the Village Clerk. Powers and Duties The Rec Board is hereby recognized as an executive oversight body of the Village and shall have the power to: Study, organize and implement recreational activities, events, facilities and programs for the Village of Weston. Advise the Village Council on maintenance, upgrades, and improvements of Village parks, playgrounds, and other recreational areas. Enter into contracts with vendors for the implementation of activities, events and programs organized by the Rec Board. Expend public funds not to exceed those sums appropriated by council for recreational facilities, programs, activities, and events Adopt rules regulating its proceedings, activities, events and programs. Meetings The Rec Board shall hold a regular meeting on the 2nd Wednesday of each month. The hour and place of the meeting shall be scheduled at 6:30PM, and not exceed 2 hours, at the Village Hall (13234 Main Street). All meetings of the Rec Board shall be open to public attendance and shall be subject to the provisions of the Ohio Open Meetings Act. Attendance of all members is encouraged. Unexcused absences of members from any 4 consecutive meetings, may be cause for removal. - Public Records Policy | Village of Weston, OH
VILLAGE OF WESTON PUBLIC RECORDS POLICY All records of the Village of Weston are public, unless they are specifically exempt from disclosure under the Ohio Revised Code. "Record" includes any document or device, whether paper, electronic, or other format, which is created or received under the jurisdiction of this municipality and which documents the organization, function, policies, decisions, procedures, operations, or other activities of the Village. Record Requests No specific language is required to make a request, but the requester must identify records with sufficient clarity to allow the Village to identify, retrieve, and review the records. If it is not clear what records are being sought, the records custodian should ask the requester for clarification, and assist the requester in revising the request by informing him/her of the manner in which the Village office maintains and accesses its records. The requester need not put a request in writing, or provide his or her identity or the intended use of the requested records. It is the Village's general policy that this information should not be requested. However, in some cases this information may be asked, if it aids in the identification of the records requested. Notice of Receipt All requests for public records should either be satisfied or be acknowledged in writing by the Village within three business days following receipt of the request. If a request will not be satisfied within three business days, a notice of receipt should be sent to the requester, including at least the following terms: Request for clarification (if necessary) Estimated cost, if copies are requested (see below) Production of Requested Records Inspection of public records must be made available promptly. Copies of public records must be made within a reasonable period of time. 'Promptly' and 'reasonable period of time' take into account the volume of records requested, location where the records are stored, and time for any legal review and/or redaction. Records prepared for inspection may be viewed during regular business hours. The Village will provide copies of public records on paper, on the medium on which they are kept, or on any medium the Village determines it reasonably can duplicate the records as an integral part of normal operations. If portions of a record are public and portions are exempt, the exempt portions will be redacted and the rest released. Denial of all or any part of any public record requested shall include an explanation for the denial, including legal authority. Costs for Public Records There is no charge for viewing (inspecting) public records. Copies of public records may be charged at the following rates (actual costs): 1. Paper Copies - $0.05 per page singled-sided; $0.08 per page for double-sided copies; 2. Downloaded computer files on a compact disk- $1.00 per disk; 3. Requests to have records mailed will incur additional charges of the actual cost of postage and mailing supplies. Failure to Respond to Public Records Requests If a person believes the Village has failed to comply with the Ohio Public Records Act, he/she may petition a court seeking: 1) to compel the Village to comply with the request; 2) for payment of statutory damages; 3) for payment of court costs; and 4) for payment of his/her attorney fees. Each sign highlights a proposed project aimed at further enhancing the Alumni Park multi-use area. Residents have shown their support for these projects by participating in a point-based sticker system. Each resident receives a set of numbered stickers, ranging from 1 to 6, with 6 being the highest possible score. By placing a sticker on a project's sign, residents assign a corresponding number of points, with higher numbers indicating stronger support. Those interested in participating can obtain a set of stickers at any Parks & Rec event or by visiting the Village Hall. This feedback will help determine which projects should be prioritized. Additionally, demonstrating community support is crucial when seeking grant opportunities to fund these initiatives, an effort that remains a top priority. It is important to note that these are ideas currently under consideration; they have not yet been approved to move forward. The projects are in the early stages of research and planning, and community input will help shape the final proposals. Residents are encouraged to contribute ideas and input beyond this current round of proposals. A list of potential projects for other areas in town has been identified, and more suggestions are welcomed. Those interested in getting involved can contact a councilmember to learn how to bring their ideas to fruition. Hometown heroes Celebrate Our Hometown Heroes! The Village of Weston is proud to honor its service members and first responders through the Hometown Heroes Banner Program, a living tribute to recognize past and present members of the Armed Forces, First Responders, and their families. These banners will be proudly displayed on Taylor Street or Center Street from May 15 to November 15, serving as a visible reminder of the dedication and service of our local heroes. If you would like to sponsor a banner or honor a loved one, please complete the form below with the necessary information to be featured on a 24"x48" banner. The cost is $110 per hero, and the applicant is responsible for payment to the Village of Weston. The village will handle the production and installation of the banners, which are designed to last up to three years. Banners will be displayed together for Memorial Day.
